Man forced to lick

Rabago, who remains on restricted duty, and Reginald Ramones, who left the department in August, were arrested and charged earlier this year with depriving a man of his civil rights. Ramones said in court that Rabago persuaded him not to tell authorities what happened in the public bathroom and to delete their text messages about it. Rabago told him to say he was joking when he talked about making the man lick the urinal, Ramones said. Ramones never mentioned either bathroom incident during those meetings, she said. Rabago still intends to go to trial in March, she added.

A police officer forced a homeless man to lick a urinal to avoid being arrested, according to a court document. The officer also allegedly previously told another man he was questioning that he would not be arrested if he stuck his head in a toilet, the document said. As part of a deal with prosecutors, Ramones on Wednesday pleaded guilty to a lesser charge that he knew Rabago committed a civil rights violation but did not report it. Myles Breiner, representing SI, claimed there was physical force involved in getting him to lick the urinal during the January incident.

Rabago and fellow officer Reginald Ramones was arrested and charged earlier this 12 months with depriving a person of his civil rights in Honolulu, Hawaii. He allegedly persuaded Ramoners to not inform authorities what occurred within the public toilet and to delete their textual content messages about it.

Reginald Ramones is one of two officers arrested and charged with depriving the man of his civil rights. Police spokeswoman Michelle Yu says Ramones left the department in August. The second officer charged in the case, John Rabago, remains on restricted duty.
